Detailed Answer

Copy Following Registry Files.

BFE.reg         For Base Filtering Engine
MpsSvc.reg    For Windows Firewall
wscsvc.reg     For Windows Security Centre

Find Regedit in C:\windows, right click and choose Run As Administrator, then File menu, then Import, and import the reg files.

Now To Change the Permissions.Open the Following Reg Entry

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\services\BFE

Right click on it- click on "Permissions..."
Click on "ADD" and type
"Everyone" in the field Enter the object name to select without quotes and click "OK"
Now Click on Everyone (Highlighted)
Below you have Permission for Everyone
Select Full Control Check Box and click "OK".

Open Command prompt Type Services.msc Find the Service BFE and Start the service.

Repeat the same for

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\services\MpsSvc
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\services\wscsvc

You might need a system restart after adding registry key so the services will appear in service.msc
